Contract Manager

Position Description: Under direction of the Pacific Spaceport Complex – Alaska (PSCA) Chief of Operations, the Contract Manager will be responsible for the administrative performance of the Alaska Aerospace Corporation (AAC) contracts. Primary duties include documenting all contractual actions, verifying contractual coverage for work performed, identifying and ensuring compliance with contract deliverables, ensuring compliance with applicable regulations.

To succeed in this role, the Contract specialist must work independently and collaboratively within cross-functional teams, managing multiple priorities while exercising discretion and sound judgement. Strong organizational skills, attention to detail, and the ability to communicate effectively are essential. Additionally, fostering and maintaining strong supplier relationships and delivering quality customer service to both internal and external stakeholders are key aspects of this position.

This is a full-time position that may be located in either Anchorage or Kodiak, Alaska, with occasional travel requirements (<10%).

Aurora Launch Services (ALS): Aurora Launch Services is a wholly-owned subsidiary of Alaska Aerospace, established to provide low cost, highly reliable launch services on a contract basis to both government and commercial space launch customers worldwide.  The company is headquartered in Anchorage, Alaska, co-located with Alaska Aerospace.

Primary Job Responsibilities:

  1. Responsible for drafting, negotiating, monitoring and reviewing contracts across various programs and levels of complexity on behalf of Alaska Aerospace and Aurora Launch Services.
  2. Perform contracts management functions across the spectrum of actions associated with providing supplies and services, from capture through proposal, contract award, and all phases of contract administration.
  3. Provide business advice and guidance to and coordinate with other functions including program management, finance, legal, subcontracts, business development, engineering, human resources, accounting, and compliance to effectively manage a breadth of responsibilities, including contract solicitations / capture, negotiations, and contract terms, including fulfillment of related obligations.
  4. Serve as representative for the Company as interface with Customer buying representatives responsible for building effective relationships and managing contracts to support business goals and objectives. Coordinate solutions to contractual issues and Customer concerns related to Company performance with the AAC CEO.
  5. Communicate with internal and external stakeholders on the status of the contracts
  6. Serves as the Program Manager’s direct representative on all contractual matters.
  7. Identifies contract requirements, deliverables, deadlines, reports, and communicates these critical elements to the Program Manager and Site Managers. Ensures that work being performed is covered by contractual documentation.
  8. Utilizes AAC enterprise system to record and track contract performance.
  9. Manage and oversee the management of Subcontracts
  10. Maintains currency on Federal Acquisition Regulations (FARs).
  11. Support audits of AAC and ALS contracts and contract Input to Annual Incurred Cost Submissions
  12. Provide suggestions for internal improvement and develop plans for implementing them.
  13. Oversee Contractor Performance Assessment Report (CPAR) process,
  14. Management Government Related reporting sites, Procurement Integrated Enterprise Environment (PIEE), System for Award Management (SAM), etc.
  15. Ensure all measures comply with company standards and procedures.
  16. Provides higher level guidance and hands-on coaching to organization Contract professionals, including complex contractual arrangements and program operations of strategic importance to the business.
  17. Other duties as assigned.

Required Knowledge/Skills/Abilities:

  • Effective leadership and the ability to give clear direction toward achievement of the organization’s mission and its annual goals and objectives.
  • Ability to identify key issues in a situation and to think creatively and strategically in order to provide a comprehensive solution.
  • Knowledge of financial management, business finances, capital funding and sound business practices.
  • Knowledge of personnel and corporate policies and the ability to coach, mentor and motivate staff of professionals.
  • Experience with Deltek Cost Point Enterprise Resource Planning Systems is preferred.

Education and Specialized Experience:

  • Bachelor’s degree or higher in contracting, accounting, or a related field and a minimum of ten (10) years’ experience in contracting, to include Federal contracting.
  • Direct experience with aerospace or Department of Defense contractors is desired.
  • Experience with Alaska State contracting regulations is desired.
  • A combination of education and experience may be accepted.
  • Management experience at a large/medium corporation or entity is desired.

Minimum Qualifications:

  • Valid Driver’s License required.
  • Ability to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance; existing clearance preferred.
  • Pre-employment background check and drug screen required.

ITAR Requirements

To conform to U.S. Government space technology export regulations, including the International Traffic in Arms Regulations (ITAR) you must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.
