Program Manager
Aurora Launch Services (ALS): Aurora Launch Services is a wholly-owned subsidiary of Alaska Aerospace, established to provide low cost, highly reliable launch services on a contract basis to both government and commercial space launch customers worldwide. The company is headquartered in Anchorage, Alaska, co-located with Alaska Aerospace.
Position Description: Under the direction of the Chief Operating Officer, this position assumes responsibility for all phases of project plans from conception through implementation and close-out in designated programs/projects.
The Program Manager is responsible for providing management and technical support for project development and implementation including compliance with AAC policy and various federal, state and local regulations as required. This position assists with program and project definition; directs the short- and long-term planning; coordinates and manages resources and activities; controls and monitors project scheduling and implementation; and manages program budget development and adherence. The Program Manager is accountable for managing the program budget and expenditures, program contracts, procurement activities and for maintaining all project records.
This is a full-time position located in either Kodiak or Anchorage, Alaska.
Primary Job Responsibilities:
- Coordinate overall process to ensure program activities are executed in accordance with established contract requirements and AAC policies and procedures.
- Perform day-to-day program oversight and management including planning schedules and monitoring resources.
- Prepare program budgets and oversee administration of budget, including control and monitoring of project related expenditures.
- Develop scope of work documents and provide analysis of budgets for consultant(s) and/or subcontracts.
- Ensure that all materials and/or services needed for assigned program are delivered as required and/or specified in contractual agreements and review/approve invoices for payment.
- Prepare program reports as required and ensure that all reports are highly accurate, comprehensive and well documented to ensure the credibility of the program and AAC.
- Maintain open communication with project managers, engineers, subcontractors, and other stakeholders, providing regular progress reports and updates on project status.
- Other duties assigned: Potential to train to support launch operations team personnel on a day-to-day basis during launch campaigns to include console operations.
Required Knowledge/Experience/Qualifications:
- Bachelor’s degree in Business Administration or a related field.
- A minimum of ten (10) years of progressive business and/or project management experience.
- Excellent communication (oral and written) and interpersonal skills, able to work with all levels of employees and management within the organization.
- A security clearance is desirable and the ability to get a security clearance is required.
- If Anchorage hire, frequent Travel to Kodiak to monitor project health is assumed.
Preferred Knowledge/Experience/Qualifications:
- Experience with all contract types, including fixed-price, T&M, cost reimbursable, GSA schedules, government-wide acquisition contracts, BPAs, and Rapid Response IDIQs
- Experience managing DoD and USSF Programs
- Willing and able to work extended hours, overtime, and on weekends, as required.
- Pre-employment drug and alcohol screening required.
ITAR Requirements
To conform to U.S. Government space technology export regulations, including the International Traffic in Arms Regulations (ITAR) you must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.

Compensation
A competitive salary and benefits package, determined upon experience level of individual, will be negotiated after an offer to hire has been given. Salary range for this position is $131,750 – $157,996 per year DOE.
