Position Description: Under direction of the Pacific Spaceport Complex – Alaska (PSCA) Contract Manager, the Purchasing and Inventory Control Specialist plays a key role in ensuring 100% Mission Success through supporting the planning and management of purchases to procure a variety of products and service and to perform inventory and property control for Aurora Launch Services, in support of the contract with Alaska Aerospace.

This is a full-time position located in Kodiak or Anchorage, Alaska with occasional travel requirements between the two (5%). Alaska hire is preferred, although remote applicants will be considered.

Aurora Launch Services (ALS): Aurora Launch Services is a wholly-owned subsidiary of Alaska Aerospace, established to provide low cost, highly reliable launch services on a contract basis to both government and commercial space launch customers worldwide.  The company is headquartered in Anchorage, Alaska, co-located with Alaska Aerospace.

Primary Job Responsibilities:

  1. Operates and tracks Inventory Management Procedures in accordance with State of Alaska Regulations and Federal Acquisition Regulations regarding Property Management.
  2. Assists in procuring supplies, services, and equipment.
  3. Assists appropriate staff regarding the development of purchasing objectives, quote requests and scope of work as applicable.
  4.  Assists in preparing appropriate solicitation documents and determines sources to be solicited; provides solicitation documents and notices to vendors and contractors.
  5.  Assists in evaluating bids and proposals; source selection processes, debriefs unsuccessful offering vendors, compiles, validates and processes required documentation; within scope of authority or recommends to department staff approval as necessary.
  6. Reviews invoices from vendors/contractors for compliance with purchases.
  7. Performs a variety of administrative functions; prepares and updates reports, records and related documents to support receiving functions at the Pacific Spaceport; to include notifying appropriate personnel upon receipt of material and/or cataloguing and uploading evidence as required for compliance with contract. Maintains vendor files for auditing.
  8. Updates and tracks a variety of electronic and paper files, records, reports, and related documents. Maintains file integrity and confidentiality by adhering to organizational policies and procedures. Assures the accuracy of the electronic and paper filing systems. Research files to obtain requested information, insert additional data, and check accuracy of documents.
  9. Perform other duties as assigned.

Required Knowledge/Experience/Qualifications:

  • Basic knowledge of commercial purchasing processes and inventory control tenants.
  • Communicate clearly and professionally, both verbally and in writing, with staff, customers, and the public in a variety of settings.
  • Ability to multi-task in a dynamic and complex environment.
  • Work productively as a team member and independently with minimal supervision.
  • Willing and able to work extended hours, overtime, and on weekends, as required by mission milestones.
  • Experience with Enterprise Resource Planning Systems is preferred.

Preferred Knowledge/Experience/Qualifications:

  • Bachelor’s Degree in Business Administration or relevant field; or 4-8 years relevant experience.
  • Valid Driver’s License required.
  • Ability to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance; existing clearance preferred.
  • Pre-employment background check and drug screening required.

ITAR Requirements

To conform to U.S. Government space technology export regulations, including the International Traffic in Arms Regulations (ITAR) you must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.
